This dataset contains demographic and case characteristics of children in foster care in Norfolk with the goal of adoption. The dataset includes the sex, age, race, placement, parental rights status and adoption status of these children. The data is from Virginia’s Online Automated Services Information System (OASIS). OASIS is a comprehensive system that tracks the day-to-day activities performed by social workers statewide and is the official case record system for foster care and adoption cases in Virginia.
This dataset details the work accomplished by staff at the Norfolk Department of Human Services with the goal of finding safe, permanent homes for children in Norfolk’s foster care system. This dataset is updated monthly.

This dataset summarizes the city’s cash outlays and accruals for the cost of goods received or services rendered, by department, department unit/division, and expenditure type, for three years; the current fiscal year and two previous fiscal years. The city's fiscal year runs July 1 to June 30. The city’s financial system, where transactions are recorded daily, is the source for this data. The data also contains current budget information. Current budget reflects budget transfers and amendments during the fiscal year that have transpired since City Council adopted the budget prior to the beginning of the current fiscal year. The data is refreshed daily on weekdays, and the expenditure amounts are current as of the date it was last refreshed.

This dataset summarizes the city’s various revenue sources. The revenue dataset reflects money coming into the city; some examples include real estate tax payments, state aid and parking fine collections. The city’s financial system, where revenue collections are recorded daily, is the source for this data.
This data also contains current budget information based on the revenue budget adopted by City Council ahead of each fiscal year. This budget allows city staff to monitor and track revenue collections during the year. The data set includes the current fiscal year and two previous fiscal years.

Bike and pedestrian counters have been installed at six locations along the Elizabeth River Trail and at 15 locations along Norfolk’s existing bike lanes to accurately track pedestrian and cyclist use along the trail and bike network. This counter system combines the passive infrared sensor to count pedestrians on the adjacent sidewalk and an inductive loop sensor to detect bicycles in existing bike lanes. This dataset comprises data from two types of counters – Eco-Counter and Roadsys. The Eco-Counter data begins in April 2019 and is updated weekly. The Roadsys data begins in April 2021 and is updated quarterly.

The Capital Improvement Plan (CIP) is a multi-year plan for capital expenditures to replace, maintain, and expand the city’s infrastructure. The city uses the CIP to develop infrastructure and maintain the quality of life offered to residents and businesses. The capital budget supports non-recurring expenditures, such as the construction of buildings, acquisition of property, repairs, and improvements to roadways, building maintenance, and the efficient operation of the water, sewage, and storm water systems. Capital funding is limited to the cost of the project and may be expended over several fiscal years until the project is completed.
This dataset shows the projects that were approved to be included in the FY2024 adopted CIP. Each capital project included in the CIP is either approved for funding in FY2024 or included as a planned project in FY2025 through FY2028. The inclusion of a project beyond the current budget does not guarantee it will be funded in the future. This dataset will not be updated, however, a new dataset will be created each fiscal year for the new CIP.

Dataset
This dataset shows all city-managed trees, the majority of which are located on public property, lining streets, or in right of ways. The original inventory of these trees was conducted in the late 1990s/early 2000s by the Norfolk Master Gardeners. No official re-inventory has been conducted since then by City officials or ISA Certified Arborists, however, tree records in this dataset have been and are being updated over time by City Staff. This dataset will be updated in the Open Data Portal every weekday.
